Gia Ly - Chairperson

Ms. Ly is the marketing director of ArrowGTP, a marketing company licensed by Google to work on their Business Photos Program on Google Maps. She is also the co-owner and manager of Zen Vegetarian Restaurant and Crepe Corner, both located in Westminster, California. As a small business entrepreneur, Ms. Ly handles various aspects such as general operations, human resources, marketing, finance, and regulatory compliance, etc.

On the mainstream corporate side, Ms. Ly has over eight years of experience in the insurance industry with positions in various departments such as Claims Administration, Product Management, and Research and Development.

Catherine Nguyen - Chair Elect


Mrs. Nguyen was born and raised in Paris, France and migrated to the United State in 1991. She attended Cal State University of Fullerton and studied Finance with a minor in Accounting. Today she is the Vice President of the International Finance Group where she serves all banking needs of US subsidiaries of foreign corporation doing business in Southern California and of Asians and European middle and large market companies.

Mr. Nguyen also sits on the Board of Directors for the Vietnamese American Chamber of Commerce where she co- chairs the International Trade Division. She is also involved with the Los Angeles Business Federation where she serves on the International Trade Committee.

Hang Harper - Treasurer, Finance Committee

Mrs. Harper was the first-generation college student who came from Vietnam. Mrs. Harper received her Bachelor of Arts in Business Administration Major Accounting in 2000 from Cal State Fullerton and became a Certified Public Accountant in 2003 while she was working at Poole, Foster and Dul. Today, she is a Certified Public Accountant specializing in accounting and taxation for small businesses and individuals. She is active in the Fountain Valley community and volunteers at Courreges Elementary School, where her three sons attend school. In 2013, Hang was one of 57 women honored by State Senator Lou Correa as one of the “Women Making a Difference” in Orange County.

Troy Nguyen - Executive Board Member

Mr. Nguyen is Southern California Edison’s regional account manager for Orange County and works with Edison’s mass-market customer base to promote awareness of Edison’s Energy Efficiency programs and services. He serves as the company’s spokesperson in the Vietnamese community and also works as Edison’s liaison in working with the, Cambodian and Filipino American business communities in Southern California. Mr. Nguyen’s passion is giving back to the community through involvement with nonprofit and volunteer efforts.  


Dan X. Nguyen

Dan X. Nguyen is an international business attorney at TDL International Law Firm. He provides counsel legal services in different areas, including: general business consulting, domestic and international business, general corporate and business law, business negotiation, business and subsidiary structuring, business immigration, franchising, taxation, real estate transactions, and trademarks.

Dan X. Nguyen has received his law degree at Whittier Law School. He holds professionalism from his previous practices at Daxan Realty, Rhema Law Group and Law Offices of Fred Lee.

Meg McComb

Meg McComb proudly serves on the VACOC Board of Directors, and currently is Chair of Government Affairs and Co-Chair of Health and Wellness.

In 1984, Meg established McComb Insurance Services, and serves many of her original individual and group clients to this day. Meg has expertise in these insurance products: major medical; dental/vision; life; long term care; Medicare; and voluntary. She prides herself on delivering professional and personal service, and customizing clients’ insurance portfolios to best suit their needs.

Since the passage of the Affordable Care Act in 2010, Meg is a frequent public speaker for companies and civic groups seeking knowledge about Covered California, compliance issues, and an overview of mandated plan benefits.

Besides her involvement in VACOC, Meg is active in the California Association of Health Underwriters. She served as VP of Communications from 2012-2015, and previously was Vice Chair of Legislation. She frequently advocates on behalf of clients’ health insurance issues both in Sacramento and in Washington.

Bryan Pham

Michael Lee

Michael V. Lee is a Shareholder in the Firm’s Corporate Practice Group and a member of the Firm’s Board of Directors. He  provides a wide-range of transactional counseling to clients ranging from start-ups to publicly-traded companies in domestic and international transactions, including public companies, middle market companies, emerging growth companies, limited liability companies, limited partnerships, religious and non-profit organizations, start-ups, and entrepreneurs.

Mr. Lee earned his J.D. at the University of California, Los Angeles School of Law in 1994 and his B.A. at the University of California, Irvine in 1991. He then became a judicial law clerk to the Honorable Linda H. McLaughlin, United States District Court, Central District of California.

He is currently serves on the Board of Directors of the Vietnamese American Bar Association of Southern California in addition to the Board of Directors of the Vietnamese American Chamber of Commerce.

Debbie Tran


Debbie Tran  (Founder and President) founded Atlas Teknology Group, Inc. in 2013, a technology solutions and service provider, serving small to medium sized businesses and public sector.  During her 25 years working for a fortune 200 company, Debbie lent her expertise to help small businesses.  It was while working with smaller businesses, she realized her passion for serving these companies.

The diversity of her work experience has produced a seasoned, versatile senior executive with a successful track record. She consistently generated top and bottom line results through empowering teams, spearheading new initiatives, and serving as an effective change agent.  Debbie’s multi-disciplined background in technology, finance, sales and business operations management, enables her to quickly adapt to changing market requirements and specific clientele needs.
